Washington: US Secretary of State Anthony Blanken has said that the decision to negotiate with Russia is in the hands of Ukraine, it will determine the time and content of these negotiations.

In Phnom Penh, the capital of Cambodia, Blanken met with his Ukrainian counterpart Valiba. Both stressed the importance of renewing the grain export agreement through the Black Sea before it expires on November 19.

Blanken assured Koliba of Washington’s “unwavering” commitment to help Ukraine, the US State Department said in a statement. He has assured that humanitarian aid will continue to be provided. The impact of continued Russian attacks on critical infrastructure will also be mitigated.

Earlier, the Russian news agency Sputnik reported with reference to the Ministry of Foreign Affairs that Moscow has not yet made a decision regarding the extension of the agreement to export grain from Ukraine through Black Sea ports.

He added that Moscow is not satisfied with the implementation of the memorandum agreed with the United Nations regarding the export of its agricultural products. The barrier will continue to be exported.
